乡村学校少年宫建设是学生、家长、学校多方受益的一件大好事，杨苹苹仅仅是千千万万学生受益者之一。小小乡村学校少年宫是孩子的快乐成长工程，家长的希望工程，学校的育人工程，GCD的民生工程，全社会的幸福工程。
, D3 U' i: |( y( m' U2 Y 为扎实推进农村未成年人思想道德建设，中央文明办、财政部、教育部去年启动中央专项[color=#000080]彩票[/color]公益金支持乡村学校少年宫项目。经国务院批准，“十二五”时期中央财政将安排中央专项彩票公益金24.5亿元，支持各地建设8000所乡村学校少年宫。
3 E% q, z+ [ Q6 x6 U6 D 为切实建好用好乡村学校少年宫，各地结合实际制定项目实施办法。贵州、宁夏、河北等地深入农村学校进行调研，征求基层部门意见建议。陕西、江苏、甘肃等省研究制定乡村学校少年宫考核评估办法，为评优评先、“以奖代补”做好准备。福建建立联席会议制度和定期检查督导机制，搭建学习交流平台，推动工作更好落实。
& @2 n9 g; O; W% d 去年11月底，首批建设资金下拨到省级财政。目前，首批1600所乡村学校少年宫已全部建成并投入使用。
5 ~& E+ g+ U; { 各地积极争取从本地财政中划出专项资金，配套支持乡村学校少年宫建设。江苏提出实行三年提升计划，由省市县三级财政共同出资，三年内实现全省975个乡镇乡村学校少年宫全覆盖。贵州省财政出资每年增加建设50所乡村学校少年宫。云南省财政出资第一批再增建26所。山东将从地方[color=#000080]彩票[/color]公益金中每年拨付1000万元左右，专项用于支持已建成乡村学校少年宫的运转补助。吉林、上海、安徽、湖北、四川等地也都不同程度追加资金投入，使乡村学校少年宫建设标准得到进一步提高。
, i4 B$ W* ` J% Y* s 目前，所有已建成的乡村学校少年宫都在放学后或节假日，面向在校学生免费开放，积极开展丰富多彩的文体娱乐活动、力所能及的技能培训活动、内容鲜活的经典诵读活动，使广大农村中小学生在放学后有地方去、有场所玩，在健康快乐的活动中得到锻炼和提高。 |
