加拿大多伦多市ZF对于是否兴建DC悬而未决，但多间有意投资的公司已蠢蠢欲动，表示DC设于多伦多湖滨地区（downtown waterfront）最理想，他们向多伦多的市议员施加压力，希望DC计划能尽早通过。市长福特（Rob Ford）的盟友多为郊区的市议会议员，对建议持开放态度；其他议员对计划则有所保留，并担心ZF推行此事时，操之过急。
1 t* H g' D$ g1 y* g[b]安省博彩公司（OLG）[/b]主席高弗雷（Paul Godfrey）表示，OLG有意于湖滨地区建DC，多日来在报纸专栏发表文章，介绍他们的计划，又计划于该地经营一个“地标式娱乐中心”，包括餐厅、商店和电影院；多伦多可能于2014年10月就DC计划举行公投，但高弗雷警告，OLG没有耐性等到那时，未来数周公司会四出游说议员，并争取市民支持。
