台湾体育博彩合法化后，中华职业棒球联赛也纳入了体育博彩项目，但是地下非法Dubo仍然是赌客的最爱，因为地下博彩公司开出的盘口除了玩家比官方运动投注彩票多样化，而且赔率比运动彩票高，赌法单纯，对赌客来说，与其都要赌，不如去获利更丰厚的地下娱乐城，而不是合法的运动彩券投注。$ g' m1 L2 m5 O7 `! J$ v b% m$ ?
地下非法体育博彩团伙获利庞大，每次金额动辄上亿，甚至几十亿，再加上被抓后受到的制裁并不严厉，因此台湾地下Dubo十分猖獗。4 u, o' G4 I0 L: h( N D5 h* B
根据台湾法律，Dubo罪，按照中华民国刑法第268条，意图营利，供给Dubo场所或聚众Dubo者，是处3年以下有期徒刑，并科新台币3000元以下罚金。
8 z" t8 X# |6 N( M- A7 I5 ~ 即使按照今年7月所颁布但未施行的“运动彩券发行条例”第 21条，组织Dubo团伙所面对的也不过是处5年以下有期徒刑、拘役或并科新台币1000万元以下罚金之刑罚。
* i. c( Q" S1 y" d" g, B- k 组织Dubo团伙投资回报高，工本小，风险小，因为即使检方扫荡，风声一过，还是春风吹又生。
$ n( p' ~+ y# h5 T# e: L8 | k 虽然球员打假球不对，Dubo组织经营地下赌盘犯法，他们仍愿意铤而走险都是为了一个原因：“巨额利润”，而到底是谁给与他们这么大的利益？所以就必须追溯这些打假球的钱是从哪里来的，如果能够知道最原始的金钱源，那么就可以找到最有效的防制方法。根据媒体的报导，球员所拿到的钱多半是由中间人也就是“白手套”所给，而中间人是经由组头所托付把钱交给球员，那么组头的钱是从哪来的呢？
" B0 n, _/ }& y: t 先撇开架设Dubo站的资金不谈，组头最重要的资金其实就要属所有赌客的赌金，所以如果能够让赌客不敢在地下赌盘下注，或许就能抑止非法Dubo，进而让放水的事件不再发生。& M3 G. b8 s' O& r& v7 c# m" n/ r
而在台湾，Dubo罪乃属轻罪，刑法只处罚赌客新台币1000以下之罚金。过去警方曾经在扫荡非法Dubo站点时，利用赌客列表将赌客约谈到案，但是由于惩罚过轻，许多赌客并不以为意，夸张的是在接受问话时还互相交换心得。当赌客完全视法律无睹时，就算是有合法途径可供签赌，他们还是愿意在赔率较高的地下赌盘下注。
