福彩是社保的重要能源

2 |4 t/ o1 ? F$ T! O p 日前，财政部发布了《中天策民共和国财政部公告2008年第24号》文件，公布了2007年彩票公益金筹集、分配情况和中央专项彩票公益金使用情况。2007年，全国发行销售彩票1016亿多元，筹集彩票公益金342亿多元。根据彩票公益金在中央和地方之间50：50的分配比例，去年中央集中和地方留成的彩票公益金各为171亿多元。8 z: m, H, y' t# A: a3 B0 O+ I0 s
$ n- w2 S4 X7 g/ T3 \5 u4 ` 彩票公益金分配政策规定，中央集中的彩票公益金，在全国社会保障基金、中央专项彩票公益金、民政部和国家体育总局之间，按60％、30％、5％和5％的比例分配。根据这一政策，2007年分配给全国社会保障基金理事会102亿多元；分配给中央专项彩票公益金51亿多元；分配给民政部8.5亿元；分配给国家体育总局8.5亿元。

除了为社会保障基金注入能源外，去年还有六大福利项目获得中央专项彩票公益金资助。其中北京奥运会17.3亿元、红十字事业2.7亿元、残疾人事业5亿多元、农村医疗救助8亿元、教育助学3亿元。

福利彩票在社会保障制度中发挥的重要作用，越来越受到重视，如何使福彩公益金更有效发挥作用，已成为社会财政课题。

4 H) _/ {" k: H3 r$ t% n# K( \( T8 O" K 财政部综合司有关负责人来到天朝福利彩票发行管理中心，与中福彩中心领导班子成员及部分工作人员座谈。财政部综合司领导对福利彩票坚持“安全运行、健康发展”所取得的成绩表示了肯定，并对彩票销量的地区性差异、彩民构成、管理人员情况、销售系统及技术标准等问题进行了交流。 $ y$ K* t6 f) S3 `
$ G; {9 o, V" w* x! y 无独有偶，天津市政协副主席等专程来到天津市福利彩票发行中心调研，了解福利彩票20年来的发展。天津市20年来，共发行销售福利彩票25亿多元，筹集福利基金近10亿元，资助各类社会福利及公益事业项目上万多个，为社会提供了3000余个就业岗位。国家有关部门和地方领导对福利彩票的调研，就是希望福利彩票发行机构要进一步规范操作，努力提高彩票销售量，为社会福利事业筹集更多的资金，为社会作出更大的贡献。

社会保障是指国家和社会通过立法，对国民收入进行分配和再分配，对社会成员特别是生活有特殊困难的人们的基本生活权利给予保障的社会安全制度。社会保障的具体内容包括：社会保险、社会救济、社会福利和优抚安置工作。

可见，社会福利本身就是社会保障的重要内容。广义的社会福利，是指国家为改善和提高全体社会成员的物质生活和精神生活所提供的福利津贴、福利设施和社会服务的总称。狭义的社会福利，是指国家向老人、儿童、残疾人等社会上需要给予特殊关心的人群，提供的必要的生活保障。不论从广义还是狭义来说，福利彩票对于社会福利的支持，都是有目共睹的。不久前，财政部等几个部门决定发行赈灾彩票，其目的正是为四川大地震灾区的人民，重建家园、恢复正常生活筹集公益金，这个活动也正是体现了福利彩票保障社会的重要意义。 |
