团伙谎称福彩中奖号码内定 骗取110多名彩民290万

通过开设多家公司，并以公司内部有“专家团队”、“在福彩中心有熟人”为幌子，易斌等11人被控诈骗110多名彩民共290万余元。昨天上午，这11人因涉嫌犯合同诈骗罪，在市一中院出庭受审。

公诉人宣读指控称，2008年至2009年1月，易斌伙同伍万仓、魏贺丽等11人，以“盛世中彩”、“七彩卓越”、“九州彩业”、“中彩科技”等多个公司的名义，发布虚假广告，虚构公司内部有“专家团队”、“在福彩中心有熟人”、“能够提供彩票中奖号码”等事实，与彩民们签署彩票优化协议的方式，以提供彩票中奖号码需要交纳劳务费用等理由，骗取刘某等110多人共290万余元。
& q- o: n) W. ^2 l+ K( I 主犯易斌今年35岁，是湖南衡阳人。易斌说，原本他自己也是一名彩民，而且对彩票几乎到了痴迷的程度。他每天都买彩票，已经坚持了七八年了，但是只中过一些小奖，大奖从来没中过。即便如此，易斌却一直认为自己对如何选号有着丰富经验。
5 [5 T8 Z1 v B( L# j8 F; G7 r 易斌注册了几家与彩票相关的公司，招聘了一些业务员。随后，易斌开始向外界发布广告，并对外承诺“公司的专家团队可以提供彩票中奖号码，彩民们需要交纳6000多元的选号费，如果没有猜中，会将选号费全额退还”。但是实际上，易斌只是购买了在市场上到处都能买到的“大赢家”软件对彩票结果进行预测，然后再通过业务员将软件预测出来的结果告知上当彩民。) P1 h6 n# [5 q, m2 l
为了应付彩民，易斌还对业务员们进行了接电话的培训，为业务员们设计了各种各样不同的回答方法。如果彩民嫌要钱太多，业务员就说需要跟领导请示，看能否减免，之后拖上一点时间，再告诉对方说领导批准了，把6000元选号费降到4000元。如果给彩民的号码没中奖要求退钱，业务员就会说，有人和你买了同一个号码，大奖不能开出两个，福彩中心的人临时换了号，并反问彩民是不是把号码告诉别人了。彩民如果回答说没告诉过别人，业务员就会要求对方再交2万元，进行再次预测。
7 g }8 u) k( @9 [2 z. I 于是在不到1年的时间里，众多彩民的钱源源不断地进入到公司的账户，其中有个别彩民为了中大奖竟然交纳了10多万的选号费。易斌将这些钱大多数用在了赌球、给员工发工资和打广告上。, @4 E Q+ l# N/ W3 P3 `+ \
昨天庭审中，易斌在法庭上表示认可检方的指控，并承认自己在福彩中心并没有什么内线。法院将择日进行宣判。 |
