近日，美国多个州的议会就彩票委员会资金用途以及有关彩票奖学金问题进行了讨论。内容涉及调整奖学金使用方案，调整奖学金所占彩票收益比例，以及削减彩票委员会开支等方面。
$ t% Y' K/ F/ |$ V- [0 Q 据美联社消息，美国阿肯色州议会近日讨论了有关限制彩票委员会开支数额的宪法修正案。据悉，在2月9日提出议案的截止日期之前，有数十份议案被提交到了州议会。立法机关将最多考虑3项有关的修改，并将于2012年进行最终投票。另外一份有关彩票的提议由州共和党参议员安·克莱梅提出，提议要求将州彩票收益的35%用于资助奖学金。从2009年起，为本州大学生提供奖学金一直是阿肯色州的彩票奖学金主要用途之一。8 [2 U3 q! k e9 s! ^
新墨西哥州参议院共和党领袖斯图尔特·英格尔提出暂时冻结彩票奖学金支持大学生学费的计划。由于学费金额的急剧增长，原来规划的资金有可能在2014年就提前使用完毕。据悉，根据英格尔的计划，将重新计算并安排彩票奖学金的分配，并按照新的规定执行。参议长詹金斯·罗斯维尔和民主党议员迈克尔·桑切斯·贝伦也表示支持英格尔的举措。8 W) K2 l7 W8 ~5 q$ c' t& W

美国阿肯色州曾经多次就彩票奖学金支出的问题进行调整，引起较大反响。去年2月初，该州公布了2010年彩票奖学金初步使用方案。州长麦克向记者透露，该州立法委员听取了一份关于彩票奖学金使用方法的提案。该提案建议向每所四年制的学校资助5000美元/每人，向两年制的学校资助2000美元/每人。而当地立法部门也在2月7日的财政年会上着手制定奖学金派发的成文方案。阿肯色大学史密斯堡分校财物援助部负责人艾伦·皮克斯利表示，这项法案不仅能帮助学生们减轻学杂费的负担，且有益于其他州的在读生。“其实，这就像买彩票中奖一样。购彩四年，中得了2000美元的奖金。而区别在于，这些彩票是完全免费的。”皮克斯利风趣地说。“这个方案让学生们再也不必东奔西走了，”皮克斯利介绍说，“只需15分钟将申请表填好，就可以获知报考大学为你提供的奖学金金额。” |
