总面积达十五万平方米的威尼斯人“金光大道”第五、六期项目，获特区ZF正式批地，溢价金总额逾十八亿七千万元。批地合同允许威尼斯人把该幅土地抵押给信贷机构寻求融资，预示第五、六期工程可能重新启动。/ d% w+ m2 O* T! c2 S9 r2 W
限高确保航空安全
& B: J" F, ]9 D3 U0 W# Z8 o- a' K 在威尼斯人“金光大道”计划中，威尼斯人渡假村及四季酒店已经落成，第五、六期地段早获特区ZF“开绿灯”，同样免公开竞投获租赁，酒店工程（原计划有喜来登、香格里拉及商贸三大品牌酒店）亦已启动。然而，二○○八年第三季金融海啸来袭，威尼斯人备受财困，当年九月，第五、六期建筑工程暂停。
' Y2 Y: K0 ~- F7 c5 K8 H* z6 I- r 据批地合同显示，“金光大道”第五、六期的用地申请于二○○五年八月提出，当局基本赞同，但也就土地边界、基础设施、进出通道、海拔高度和确保航空安全等方面提出了一些技术意见，包括要求这幅靠近机场跑道的土地上，主体建筑的高度限定为海拔一百五十八点九米至一百七十点三米之间。2 G$ J4 p9 s* a/ z' U |% z& l
发展商可依法融资

E1 S; e 获批给的土地位于路凼连贯公路东面、威尼斯人及四季酒店对面，总面积达十五万○一百三十四平方米，将兴建一座综合性酒店、公寓式酒店及会议展览中心，其中包括博彩区、商业区、餐饮区、剧院、休閒娱乐区及其他支援区的五星级酒店，建筑面积逾八十九万平方米，四星级公寓酒店的建筑面积近九万三千平方米，会展中心的建筑面积为四万八千六百多平方米，停车场的建筑面积为八万六千馀平方米，室外范围建筑面积近七万七千六百平方米。发展商须缴付土地溢价金十八亿七千○四十万二千九百六十二元，首期即须缴付七亿元，馀款按年利率百分之五的利息，分七期缴付，半年为一期。发展商还须承担批地范围内的道路及绿化、下水道等工程。
1 z& z" Q* P! h2 o6 Q 合同也反映，在第五、六期停工期间，原本提出申请的威尼斯人澳门股份有限公司，改以子公司“东方威尼斯人有限公司”的名义申请批地；博彩设施则由威尼斯人澳门股份有限公司经营。
, f0 J" N( V0 ]' d$ Z 特区ZF在合同中列明，第五、六期项目对澳门的社会经济发展具重要性，是一个高质素的娱乐博彩中心，能与东南亚将来落成的其他同类项目竞争。
3 e3 _1 ?, H, a9 G ZF也表示，考虑到发展商恢复工程的决心及其财政状况，故赞同发展商可依法把批给土地的租赁权向信贷机构作意定抵押。 |
