澳门赌风袭纪律部队 海关人员竟在警队放债

澳门近日爆出海关人员涉嫌在警队内放债的事件，保安司司长张国华12日回应事件时表示，澳门经济及博彩业的发展可能令警员有更多机会接触Dubo，当局将加强警队人员在各方面的培训，严惩害群之马。警监会委员黄显辉建议当局强化警监会的职能，包括对投诉展开侦查的权力，以更好地监察。
* P* W5 Q8 G+ v9 X2 l+ N. m6 K 《澳门日报》消息，张国华及警监会委员黄显辉12日应邀出席在司警学校举办的“司警日”嘉奬仪式，张国华在仪式后回应有海关人员涉嫌在警队内放债的事件。 ! R7 i2 ^& J! B
; N3 x0 B# s2 [- D( N: [) t 他表示，当局正关注有关事件，将会联同各个部门加强纪律部队人员的培训及监督，包括向他们提供防止Dubo、财富管理以至心理辅导等各种课程，以提高个人操守。

# k& b. C5 _4 o: w* y/ q- H" b 他指出，没有迹象显示澳门警队内赌风加剧，但他承认由于澳门经济及博彩业的发展，令公务员接触Dubo的机会增加，警方能迅速侦破案件、及早发现也是好事。当局在加强纪律管理的同时，将会依法严惩害群之马。

黄显辉表示，警监会也关注这起事件，将加强与有关部门的沟通及了解情况。但警监会成立的时间较短，权力也限，只是通报纪律部队提交的投诉及纪律处分卷宗，以及向有关部门提出建议等。他希望当局能强化警监会的职能，完善现有政策，包括对投诉个案有展开侦查的权力等，令警监会能更好地监察。 * H" M) l0 y( N0 |; o
/ B5 b1 ^. ^/ _3 D 至于防止公务员Dubo的措施是否足够，黄显辉表示，澳门公职人员章程已明确规范公务员禁止进入娱乐城，相信有关制度经已能起阻吓作用，只是视乎能否即时揭发进入娱乐城人士的公务员身份，以及在预防工作上能否加强。
