英国当局从周六(9月1日)开始，允许DM场、娱乐城以及Dubo网站晚9点以后在电视和广播上播出宣传广告。不过，新Dubo法案受到了慈善团体的质疑。

据悉，英国Dubo业每年的经济价值约90亿英镑。 英国ZF表示，这项新出台的Dubo法案主要目的在于加强对Dubo业的监管，保护青少年和其他弱势群体不受娱乐城的盘剥。负责英国体育事务的官员格里·萨克利夫表示，新法案在控制Dubo方面，赋予地方ZF前所未有的权利。

, |. E1 \9 s: U5 B$ ^# V8 b. } 新法案的内容包括，地方ZF有权开设更多的地方性娱乐城，娱乐城经营者可以给老虎机设置更高的中奖数额，以及设立一个新的Dubo监管机构。新法案更新了1845年的立法，首次把英国境内所有Dubo设施纳入监管范畴，包括设在英国的Dubo网站。

" C$ k5 w' }6 u 对于绝大多数博采业商家而言，新法律最大的影响在于放宽了对Dubo场所的广告限制，这意味着更多的人将通过广告了解甚至走进娱乐城。当然，博采业广告的最终播出还需经过英国广告和媒体监督机构的审批。

但新法案的出台也遭到了英国慈善团体和在野党自由民主党的批评。慈善团体"救世军"表示，Dubo毕竟不是一般的娱乐活动，新法案的出台有可能会使Dubo变得"正常化"。
