[color=#000][font=宋体, arial, sans-serif][p=25, 2, left]自1987年以来，我国彩票业取得长足发展。据统计，目前我国彩民接近2亿人，每年彩票发行量数以千亿。不过由于人口众多，我国年人均购买彩票刚过10美元，而美国、西班牙等国家，年人均购买彩票已超过100美元。[/p][p=25, 2, left]在人均彩票购买力方面，为什么我国与美、西等国有数十倍的差距呢？全国政协委员、天朝电子信息产业发展研究院副院长徐晓兰认为，除去经济实力的差距外，也受到我国现行彩票运行模式的制约。“首先，目前人们只能到投注站购买彩票，遇到出差、雨雪天气等特殊情况都会给彩民购买彩票带来不便。其次，纸质彩票容易造假。还有就是纸质彩票容易丢失，损坏，如果彩票被洗衣机洗坏就无法兑奖，实际上是"被弃奖"，弃奖问题无法解决。”徐晓兰委员说。[/p][p=25, 2, left]据徐晓兰委员介绍，电子彩票是由彩票中心对彩民投注信息进行电子签名，形成的具备法律效力的可信数字电文。电子彩票由投注号码、投注时间、投注类型以及彩票中心的电子签名等信息组成。在她看来，与现行彩票相比，电子彩票无疑具备诸多优点:电子彩票依托电子彩票信息服务平台，面向网络环境下的彩民，实现彩票“点对点”式直销，彩民无需现场购买，也不用现场兑奖，中奖后彩票中心直接将奖金打入彩民指定账户；电子签名建立在电子签字技术之上，不可仿制，安全可靠；中奖信息自动通知，不存在彩票损坏或丢失的问题，从根本上解决了“被弃奖”的问题。[/p][p=25, 2, left]尽管前景乐观，但徐晓兰委员对发展电子彩票仍持谨慎态度，她建议适当发展电子彩票。“坚持以现行彩票为主，电子彩票为辅的发展原则，在保证现有存量的同时，依托电子彩票扩大增量。”徐晓兰委员建议，国家应该建立发展电子彩票的相应机构，研究制定电子彩票管理办法及法律法规。“可以试点推广电子彩票。选择现行彩票发行较好、网络应用比较普及的区域，开展试点，积累经验。待试点成功后，在全国范围内开展推广工作。”[/p][/font][/color] |
