纽约总检察长致信国会：GENIUS 稳定币法案缺乏投资者保护“必要护栏”

比推消息：纽约州总检察长 Letitia James 向国会发出警告，指出美国参议院通过的《2025年美国稳定币国家创新指导与建立法案》（GENIUS Act）“缺乏保护美国民众的必要护栏”。James 在一封长达八页的信函中敦促国会放缓稳定币立法进程，并“花时间起草一项能在促进创新的同时，保护我们全球羡慕的银行体系”的法案。
这不是 James 首次就数字资产的“不受限制的扩散”发出警告。她曾于四月致信国会，要求任何数字资产立法包含“常识性原则”，例如稳定币本土化和禁止加密货币进入退休账户。六月，她也曾向众议院金融服务委员会提交声明，称众议院的加密市场结构法案《数字资产市场清晰法案》（CLARITY）“不足以保护美国的利益、投资者和国家安全”。
在最新信函中，James 提议对该法案进行全面修改，首先是将稳定币发行方作为银行进行监管，并取消非银行发行方的资格。她还要求稳定币发行方必须在美国注册，批评 GENIUS 法案“为外国发行美元计价和支持的稳定币留有空间，实际上制造了‘Tether 漏洞’”。
参议院已于本月早些时候通过了 GENIUS 法案。众议院目前也有一项名为 STABLE Act 的稳定币法案，但也可以选择直接采纳参议院版本。众议院金融服务委员会主席 French Hill 曾多次表示，两院版本存在重要差异，需要协调解决。
