汪扬、朱皓康提出政策建议：推动香港RWA代币化，并呼吁香港推出统一的稳定币

比推消息，香港科技大学副校长兼香港 Web3.0 协会首席科学顾问汪扬、香港理工大学金融科技博士生兼香港 Web3.0 协会 RWA 和稳定币工作组发起成员朱皓康提出政策建议，称香港下一步应该着重于虚拟世界与现实世界资产的深度融合，充分利用区块链技术，以港元稳定币为基础，构建一个强大的基于港元稳定币的 Web3 生态系统，重点应该放眼于现实世界资产（Real World Asset，简称 RWA）的数字化和代币化，如债券、私人信贷、贸易金融、房地产、碳信用凭证以及贵金属等。此外，为使 RWA 有良好的监管环境，建议采用朱皓康早先提倡的「RWA 2+4」作为可行性研究的切入点。这个方法论围绕两种代币（证券型代币和实用型代币）以及四个核心元素（法律基础、金融框架、技术工具和数据驱动）进行研究和实践，以期在挑战中找到机遇，推动 RWA 的健康发展。
为了在香港推动RWA代币化的发展，建议称首先需要构建一套合规且强大的基础设施，其中区块链技术是最核心的部分。香港 Web3.0 协会等一些组织已经提议为 RWA 在香港建立一条新的公开区块链，并在其中内置相应的 KYC 机制。此外，笔者再次强烈呼吁香港推出统一的稳定币，并由全局规划指导，由特许机构（可以包括政府和银行、保险、基金等金融机构）进行发行，并配套相应的利润分配方案。
