天朝民政部前日在北京召开的2008年全国福利彩票工作会议上公布的数据显示，2007年天朝福利彩票总销量达631.6亿元，为国家筹集福彩公益金217亿余元；去年全国人均购买福利彩票48.91元，占人均年纯收入的0.746%.

! o" ^7 V7 V3 u4 [+ J 据介绍，2007年天朝福利彩票共销售631.6亿元，比上年增长135.9亿元，增幅逾27.4%，占全国彩票市场的62.1%，连续6年保持高速、平稳增长。其中，电脑福利彩票占73.4%，销量达463.9亿元，同比增长6.3%；中福在线福利彩票132.6亿元，占21.0%，同比增长86.4亿元；即开型福利彩票35.1亿元，占5.6%.- E2 ~2 R2 N! ^

2007年通过发行福利彩票筹得的217亿元公益金中的50%上缴国家财政，主要用于补充社会保障基金的不足，其余50%地方留用，纳入财政专户管理，全部用于“扶老、助残、救孤、济困”等社会福利和社会公益事业。民政部按照国家规定留成的2.5%公益金将主要用于实施“儿童福利机构设施建设蓝天计划”、“残疾孤儿手术康复明天计划”和“农村五保供养服务设施建设霞光计划”。

据统计，2007年全国福利彩票人均消费额为48.91元，占人均年纯收入的0.746%，虽较2006年上升了0.083个百分点，但仍低于1%-2%的国际平均水平。

P W1 d( y+ r 另据统计，去年全国销售福利、体育彩票总量达1016亿元（体育彩票385亿元），首次破1000亿元大关，筹集公益金则超过300亿元。据民政部公布福利彩票相关数据推算，去年全国人均购买彩票则达78.76元，占人均年纯收入的约1.20%. . n3 |' }. a* k& Y% P
