- L5 o* H! f2 C 这张出自大安市安广镇的中奖彩票在去年11月13日11时56分以机选的形式售出，1月12日是大奖有效兑奖期限的第60天，也是最后一天。当晚，吉林省福彩中心值班人员一直坚守在工作岗位，只要有一线希望也要迎接这位大奖得主的到来，令人遗憾的是，这位神秘的中奖者一直没有现身，716万元成为我省最大弃奖。

按照有关规定，716万元滚入彩票公益金。彩票公益基金主要用途就是社会公益事业，根据财政部的规定，彩票公益金在中央与地方之间，按50:50的比例分配。中央集中的彩票公益金，在社会保障基金、专项公益金、民政部和国家体育总局之间，按60%、30%、5%和5%的比例分配。地方留成的50%彩票公益金，将福利彩票和体育彩票分开核算，坚持按彩票发行宗旨使用，由吉林省级人民ZF财政部门与民政、体育部门研究确定分配原则。例如福彩公益金建设或资助敬老院、儿童福利院等等。

, E: g7 U4 f- F8 I0 {( h5 a( z4 N 彩票兑奖的大门一直开到最后一分钟，716万元中奖者依然没有现身，又一次让人遗憾无比的弃奖产生了。6 K" D T# r6 K
许多人不禁会问，《彩票管理条例》不是把兑奖时间延长了吗？怎么还会有人弃奖？分析原因有三个：彩民自己忘记了，彩票找不到了，彩票破损不全了。领奖时间根本不是彩民弃奖的原因所在，把兑奖期从28天延长到60天不是解决方式，哪怕下次延长到160天，那些该忘的彩民也一样会忘记兑奖。记者认为，别再让弃奖成为“泣”奖的根本办法还是加强彩票宣传力度。 |
