前不久，有媒体报道，淄博福彩所聘用的14名社会监督员竟然全部是经营投注站的业主，报道一出，舆论哗然，搞了半天，“社会监督员”还能这么搞啊？5 B9 L. X9 R K
在我看来，淄博福彩在聘用14名社会监督员时没有搞清一个最基本的概念：自己的刀削不了自己的把，让投注站业主当社会监督员监督当地的福彩销售，这就是让自己的左手管右手，这不是社会监督，而是《射雕英雄传》里周伯通的左右互搏，搞不好，是要人格分裂的！! J/ z& W9 r8 P, h% m* L4 [
历史就是一面镜子，能照出人世间的百态，经过一番搜索，我搜索出当初淄博福彩发的通稿：8 l3 s" e9 B# R0 g8 p

所谓福彩的“社会监督员”，其实是从陕西福彩发端，2005年陕西福彩率先启动了“社会监督员监督机制”，首批有31名社会监督员上岗，这31名社会监督员从陕西省人大、陕西省政协、新闻媒体及热心彩民、投注站业主中产生。 S: T( \" m# m9 o
