12月15日下午6：30，四川省福彩中心刘仲远主任、审计监察部部长李琴、营销宣传部部长何奎一行赴达州督查督办福彩工作。在听取了达州福彩发行工作汇报后，刘主任对达州分中心2010年工作给予了肯定的同时提出了更高的要求并对达州分中心2011年工作思路作出了重要指示。& S. b/ O: x' I0 b5 c2 X, x/ C2 y

16日一早督查组一行不顾严寒在达州市民政局副局长文毅的陪同下深入达州福彩投注站和中福在线销售厅进行了详细地调研工作。达州分中心在利用“快乐12”上市的契机对各投注站点的形象进行了全面的提升，规范了站点形象、统一了标准。对形象墙、购彩警示标语、刮刮乐展示区、走势图、快开投注区、宣传资料的摆放都作了强化。刘主任要求对站点的形象建设不仅做好城区建设还要延伸到乡镇站点。同时刘主任对投注站销售情况进行了详细了解，在和销售人员亲切交谈中愉快的完成了对站点的督查工作。随后督查组一行对中福在线销售厅进行调研，对达州中福在线的安全管理、服务理念和将彩民信息进行档案化、规范化给予了肯定。并要求抓好宣传和制度建设工作来确保大厅销售的安全运行。

$ K6 T! [# i& F% i 上午10：30，达州分中心主任柳玉华向四川省中心督查组进行了福彩发行工作总结及明年工作思路进行了汇报。达州分中心将继续按照四川省中心“三强化、三突破”要求，制定以“强管理、重基础、抓宣传、挖潜力、找突破、保安全”的思路，加强对分中心和站点的管理，扎扎实实地抓好网点基础，以双色球为增长点，狠抓彩民群体扩张，稳固3D销量，挖掘刮刮乐市场潜力，以快开游戏的进一步提升为突破口。
3 f# a V, q _2 R( h8 e& Q! q1 \ 刘主任在听取了汇报后肯定了达州福彩的工作：纵向比发展较快，领导重视度很高、管理很细很到位、资料制度较健全、宣传按要求较到位。同时指出目前存在的问题和不足之处：1、规模小，万人占有机器率较小；2、单机销量较低；3、人均购彩较少；4、乡镇站点的形象建设较薄弱。/ d# U. E( E$ ?; H
刘主任要求：达州分中心应与四川省同步发展，并走到全省的销售前列，协调科学的发展、可持续性发展、快速发展，严格按照“抓扩张、重基础、强经营、严管理”的思路作为今后的工作方向。一、抓扩张：规模决定效应，要把电脑票、即开票、中福在线的规模扩张放到第一位；二、重基础：站点形象和销售员的素质要过关，星级评定要坚持，基础工作要抓牢，巡查制度要落实并建立长效机制；三、强经营：要把现有品牌经营好，网点经营好。通过宣传来扩大彩民群体，通过做好培训工作来吸取经验、提高能力；四、严管理：队伍的管理要进一步深化，团队要强化责任意识、注重自身能力的提升、共同提高，取长补短，通过管理使整个行业更规范健全。) A: o2 z) }! y# I8 S: A
