在美国在线扑克历史上，2010年7月28日永远地成为了一个分界线。这一天，为在线扑克颁发执照和管理的决议第一次在美联邦级的会议上投票通过。美国内务部财政服务委员会以41票赞成，22票反对，1票弃权的投票结果，通过了邦尼·弗兰克提交的“互联网博彩管理和消费者保护强制法案”。

- E2 f$ U. [ ~不过，这并不意味着随即就能实现“在线扑克”的合法化，而只说明要做的工作才刚刚开始。四年前，以6-1的比例通过了“非法互联网Dubo强制法案”（UIGEA），而今天委员会则以2-1的比例通过了确立“在线扑克”合法地位的法案；原因很简单，“在线扑克”不可能在互联网上消失，美国国会要么就把它置于ZF的监督之下为它颁发执照，加以管理，这样还能保证扑克玩家的消费者权益；要么就否定它但是却将扑克玩家推向美国以外的扑克网站，相比之下，美国的议员们选择了前者。) N* b) P7 \ J+ w1 |
2 \4 g" x/ K9 R! \前国会议员现任牌手联盟主席奥帆瑟·狄阿玛托（Alfonse DíAmato）说：“我很高兴财政服务委员会以压倒性的优势通过了法案，它将会为扑克玩家带来更多保护，并且也捍卫了成年人和互联网的基本自由权利。”- B$ ?( `/ R$ \
4 h1 R8 A( u" y2 r9 z$ @法案获得了民主党的绝对支持：34票支持，4票反对；共和党方面则7票支持，18票反对。听证会对该法案共提出14项修正案，大部分都是牌手联盟（PPA）支持的，但是有一项修正案在牌手中引起很大争议。那就是，不许为那些被认定为故意违反联邦或州立的博彩法律的网站颁发执照。这项修正案可能会使“Pokerstars （扑克之星）”，“Full Tilt Poker（全速扑克）”失去申请执照的可能。还有一点，在联邦法律里“在线扑克”的位置一直不确定，但是在华盛顿州法律里明确规定在线扑克是不合法的，互联网博彩管理消费者保护强制法案颁出后，华盛顿的这项法律就会受到挑战。
