民政部领导调研 需加大公益金购买社会组织服务

本报综合报道 近日，民政部部长李立国、副部长姜力到北京调研“社会管理创新工作”。期间，北京市委书记刘淇，市委副书记、市长郭金龙等市领导与李立国部长等民政部领导座谈。在ZF购买社会服务方面，李立国部长表示，利用福利彩票公益金，开拓购买社会组织服务的资金渠道。
: d% [( z: b( \" J9 L0 q/ C+ F 李立国部长指出，下一步ZF购买社会服务力度要加大，各级民政部门首先要从彩票公益金做起，利用彩票公益金全面启动购买社会服务。他透露，中央关于加强专业社会工作人才队伍建设的政策文件将在近期出台，该文件对于专业社工的购买服务和民办社工机构登记业务管理的双重体制都有所规定。) |6 A8 q: `$ T* M
今年，民政部利用福利彩票公益金购买社会组织服务的同时，要求各地各级民政部门都要探索使用彩票公益金，购买贴近民生的社会组织服务，特别是资助一些公益性的社会服务项目。
0 |. B7 g, E% \3 J 民政部认为，福彩公益金更多应发挥种子资金的效应，形成公益金开拓购买新项目、财政预算资金承接成熟项目的衔接机制，探索拓宽ZF向社会购买服务的投入方式，促进公益性社会组织的快速发展。
" o" C% a0 g. [) p% s- R 北京市副市长丁向阳表示，北京有望建立稳定的公共财政专项投入机制，购买社会组织服务。ZF应在财政预算中设立专项资金，用于购买社会组织提供的公共服务。# s, S. r% a: Z5 E1 W4 Y; K, S- C
据悉，2010年北京首次利用社会建设专项资金中的一部分，加上区县财政配套共1亿元购买社会组织服务。今年3月，再次竞募300项社会组织服务，购买资金尚未公布。 d* Z8 i) |* c. z5 }7 r
北京市民政局局长吴世民表示，北京将建立“ZF为主导、社会为主体”的资源配置体制，出台公共财政对社会组织的资助扶持政策，完善ZF购买社会服务的长效机制，让社会组织真正服务社区，服务民生。2 V4 u: |; A* [5 G
座谈会后，李立国部长等民政部领导来到东城区、西城区就北京市社会管理创新工作进行调查研究。调研过程中，走访了东城区市民中心，并参观了中心的彩票文化展，彩工委彩票收藏鉴定委员会委员陈政京向参观的领导介绍了近现代彩票发展历史——从吕宋票到清朝光绪31年的一张老彩票，再到北京市发行的第一套彩票“北京竖式发行券”，最后谈到现在制作精良的“河北风光”福利彩票等，丰富的彩票收藏文化内容，引起了参观领导的极大兴趣。李立国部长仔细听取了这些有关彩票的介绍，对此次彩票文化展给予了充分肯定。 |
