$ p- b1 w# N$ `6 P 近日，记者从国家康复辅具研究中心获悉，“2011年残障群体示范性配置康复辅具项目”，简称“福康工程”，目前已经开始接受报名申请。项目将为见义勇为或其他先进事迹而受伤致残者、在校学生残障者(包括残障儿童)以及因贫困等原因长期不能解决假肢配置残障者3类人群免费配置假肢。/ D4 o) J) C+ |& b$ \
据悉，该项目2011年获得民政部部本级公益金3000万元支持，今年内不能执行完成的余留款将结转至2012年实施使用。

/ U. n, H, C: O- l( L! h* s 国家康复辅具研究中心辅具装配部主任赵立伟接受采访时表示，“福康工程”是民政部社会福利和慈善事业促进司发起并管理，由国家康复辅具研究中心具体实施的2011年度民政部本级彩票(微博)公益金项目。报名申请时间为9月1日至11月1日。
1 b4 N' R/ R) v7 U3 ]. v( h 赵立伟介绍，该项目去年已经开展，投入部本级公益金1000万元，但名称是“西部地区福利院残障者更换假肢”。; ~" t$ U6 k D3 W
在去年的项目执行过程中，发现残障人士对此需求很大，且执行效果好。所以今年扩大了项目规模，惠及人群也更广，不仅限于西部地区。因此项目名称有所变动。“我们会根据报名者数量，和实际需求情况调整项目规模，将其制定成长效机制。”赵立伟透露，目前，2012年项目申请书已经上报。
% `, N) t) ?) c: b3 V 据了解，该项目内容包括两方面，一是示范性无障碍设施建设，二是为残障人士配置假肢。示范性无障碍设施将在每个西部贫困地区省市选择1至2家福利院进行试点。赵立伟举例说，如为楼体安装轮椅专用轨道；残障人士使用的无障碍洗浴设备；便于残疾人室内移动的装置等，这些设备设施都是国家康复辅具研究中心最新的研究成果。
. w" f. _: F n$ l H( u: l 残障人士配置假肢种类包括上肢假肢、下肢假肢。假肢配置机构为国家康复辅具研究中心及各地省级民政假肢装配机构。凡符合上述条件者填写申请审批表，一式三份，按表中要求履行逐级审批后连同相关证件复印件、本人照片(全身照和残障部位局部照)邮寄至国家康复辅具研究中心。

赵立伟表示，去年项目执行范围都是西部贫困地区的供养机构，如儿童福利院、社会福利院、荣军福利院等，今年扩展后受惠人群将更广泛。
: ?3 ^, |7 }" R 虽然今年的项目执行原则上仍以西部贫困地区供养机构优先，但不排除其他地区、在供养机构外的社会残障者申请报名，“我们将视申请人数和项目年度经费情况确定是否于当年给予免费配置假肢，并以适当方式告知申请人。” |
