小吴在网上搜索彩票信息时，看到一个叫“彩票预测中心”的网站，他当时是被网站上的“国家彩票管理总局”的字眼给唬住了，觉得该网站很正规。接下来，小吴又看了一些“全国各地的彩民”写给网站的感谢信，信里所说的“加入网站会员后，在短期内多次中奖，奖金已经达到200多万元”、“从一个穷小子变成大富翁”等诸如此类的内容打动了小吴，勾起了他的发财梦。该网站还承诺“加入会员，10期内最少中8期”、“一星期内如连续出现3期错误，公司无条件全额退款”。! r1 j# k4 c! d- y! s( E* Z
发财心切的小吴主动与网站的管理员取得了联系，请求加入会员。管理员先让小吴交纳98元的注册费以及1680元的专家信息费，小吴按对方所说的把钱汇到了指定账户。随后，管理员又让小吴交了5000元VIP会员费及1万元的保密费，并说这些钱只是押金，如果小吴退出的话，可以返还。4 e8 G. k9 B& b% \" p W5 s
加入会员后，经小吴一再催促，管理员终于给了他一期3D彩票的中奖号码“303、490、885”。小吴花200多元买了这些号码，可等到开奖时却傻了眼，一个都没中。小吴赶紧打电话找管理员，可对方一直不接电话。4 {3 [1 K$ j* R- O, C
小吴的情况并非个案。本月11日下午，浙江的金先生也来到中彩网，向记者讲述了他的被骗经历。据了解金先生玩彩两年多，不久前刚刚购买电脑，对彩票的执着促使他们夫妻俩在网络上查找彩票的相关信息，当看到那些标有“国家中彩中心”“专家在线预测号码”字样的网站，他们信以为真想借助他人之力圆自己的中奖梦，不想却接二连三被骗去20余万元。
5 v" I$ H+ I1 K2 c5 ], {( h 根据“3·15”前夕天朝福利彩票发行管理中心官方网站中彩网披露的情况，目前已接到彩民举报的虚假网站信息10万余次，曝光骗子网站5000多个，部分彩民被敛钱财数以万计。
6 ^8 W1 I+ [* {: i* j 广东省福利彩票发行管理中心相关负责人表示，凡自称需交费可透露包中奖号的网站必定不是合法网站；彩票开奖公平公正没有内幕，真正的合法网站不会称有可以包中大奖的号码。不要轻信所谓的专家预测，否则一旦造成损失就很难挽回。犯罪分子主要利用彩民想中大奖的心理，宣称“专家预测，100%中奖”加以利诱，以官方网站的形式出现，一般以“天朝”的字样冠名。这些网站为了骗取博彩者，还会在网上出示假工商、税务登记，并且留有注册地址，以迷惑网友。 |
