花5万元成为国外一家Dubo网站的一级代理，短短十余天时间，其代理账号下的会员在十天内参赌资金的滚动数额达上亿元。犯罪嫌疑人潘飞（化名）等人尝到了做国外Dubo网站代理的甜头。正当他们继续在熟人之间发展代理与会员时，被合肥警方及时发现并一举查获。+ c- X9 r# }1 Z6 K" u( w. N; H7 L- ^
花5万元成为一级代理
; v8 j* n3 c: P2 n8 B! ^7 a 在本案中，潘飞直接与国外某Dubo网站联系，并做了该网站在合肥的一级代理人。2010年7月，潘飞便利用境外某网络Dubo平台，为他人提供账号、密码，发展参赌会员，并接受投注。
# n/ M; |3 K/ c7 r 据潘飞交代，他因生意关系，结识了一名绰号为胖子的赌徒，并跟他商量一起经营境外DC在合肥的代理。
# A5 D' w/ W7 Y+ c5 }3 [ 潘飞觉得，当时做一般生意没什么利润，他明知道开设网络DC是犯罪的行为，但为了高额利润，潘飞决定铤而走险，拿出5万元现金与胖子合作，从境外DC拿到了一个账号，成为该境外DC在合肥的一级代理。4 X* H2 J9 F! K
潘飞说，“我们和国外网站的约定是：占该网站40%的股份，同时拿千分之八的洗码费。”
" u" y$ Y" c2 L 十天内参赌资金超亿元
- @0 r( e3 `5 \4 z$ X 有过做生意经验的潘飞，懂得“薄利多销”的经营之道。他将自己所获利润的一部分给了下家，这样做虽然赚少了，但却赢得了更多二线的代理青睐，还使其在国外DC保持了良好的信誉度。+ f- e) ~8 t$ k$ m, u0 s( D
因为潘飞的网站代理运作得好，胖子又给潘飞申请到一个账号，这次的股份占到45%，并说“DC规定，如果继续保持良好的信誉度，就可以占到更大比例的股份。”1 X1 C' k1 ?# y1 D! H( q c4 r
“双管齐下”后，利润自然滚滚而来。此外，潘飞还利用洗码费吸引下线代理，积极发展会员。潘飞在两个账户内总计发展十人为二级代理，同时还吸纳部分会员在Dubo平台上进行网络Dubo，其代理账号下的会员在十天内参赌资金的滚动数额达上亿元。4 ^3 B' U6 w+ o
熟人一个个被拉下水
, N5 P+ G/ |& z1 L 在潘飞发展的代理之间，要么是生意上的伙伴，要么是“铁磁”、赌友，相对来说都是比较熟识的朋友。网络Dubo仿佛传销网络一样，悄悄在熟人之间铺开。" O- t& Z# \4 X
2010年8月中旬左右，潘飞认识了高某，高某之前因犯开设DC罪仍身处缓刑期。禁不住潘飞的劝说，高某见到有钱赚，还是动了“歪心”。在潘飞邀约和辅助下，高某成为二级代理，获取的利益按一定额度提成。
7 z2 K) F+ a! \ 为了方便管理，高某将自己的“小弟”吴某也拉下了水。高某与吴某已经相识4年，可以说，二人是标准的“铁磁”。- A8 y9 u; P& |# l; { l
平时就好赌的方某在输了很多钱的情况下，接触到网络Dubo，并结识了潘飞。潘飞在得知方某有网络Dubo的爱好后，“顺理成章”地将其发展为众多二级代理中的一员。
, n2 X( k1 [/ n. n9 l4 F6 p) X* i 由于网络Dubo的生意火爆，方某便雇佣朋友的哥哥汪某帮助自己打理网络Dubo过程中的杂事，每月发给其一定数额的工资。/ ]8 E& J* s/ D" W( |( z2 j
同年9月份，警方在工作中发现了潘飞等人的行为，并将其抓获。目前，潘飞、高某、方某等三名“国内代理”以及吴某、汪某两名“跑腿”人员因涉嫌开设DC罪被合肥市包河区检察院审查起诉。 |
