本报讯 （记者张媛）“孩子啊，你妈被你气死了，你爸也没了”，见被告人张某推翻供述不认罪，其姑姑边哭边瘫软在旁听席上，不断要求张某要如实供述。昨日，张某被指控以办理彩票销售网点等为由诈骗199万余元，在海淀法院受审。

- I# |/ D. j5 L/ J- G据检察机关指控，2007年5月至2009年8月，张某谎称是海淀区文化委员会工作人员，以帮助被害人办理彩票销售网点许可证等为由，诈骗多名被害人199万余元。检方认为，应以诈骗罪追究其刑事责任。
2 w6 a0 j8 b+ R0 r) c4 P9 g0 D据被害人王某称，2007年5月，他经人介绍认识了张某，张某找到他办公所在的网吧，称其可以办理项目“中福在线”的经营手续。8 T4 a2 D/ [1 b3 |9 J0 Z
王某回忆，他听后有点动心，便给了张某15万元现金。此后，他拿着15万元的收条几番找张某，但后者都以各种理由推脱。

! L8 u+ M' k1 E9 p( P- l$ X/ V案卷材料显示，本案中其他被害人都以为张某是海淀区文委的人，最初也都相信他有门路，但最终都落了空。! U% }& u7 A1 |
公诉人透露，2007年至2009年长达两年的时间，张某一直用上述身份混淆视听，收钱帮人跑部门、办证，当被害人催促其还钱时，他就拆东墙补西墙，用其他被害人的钱来补窟窿。
7 q8 \/ a9 o& _& _( m4 e7 J直到被害人王某报案、张某被控制后，其他被害人找不到张某才意识到自己上当。
5 s. j4 r/ B- Q" H& d据市体彩中心工作人员查证，事实上在张某名下确实曾有一台彩票机，但是2007年8月起已经停机。根据相关规定，目前已经不能办理变更过户手续。

现年36岁的张某系北京人，大专文化，案发前一个月离异，经营着一家文化公司。据其自己称，他是海淀区音像协会会长，该协会与区文委在同一办公楼办公。/ r2 X; p. ^2 }$ r) W
不过，区文委表示，该协会是民间社团，区文委只对其起指导作用，张某并非区文委人员。
